National news headlines have been focused on such issues as global warming, carbon build up and ozone depletion throughout the world. Initiatives such as the Connective Corridor and the Near West Side are addressing urban concerns while requiring progress. This study is a specific component of urbanization looked at through a sustainable approach by driving policy to make urban corridors, urban parks and urban streets greener. The idea of carbon offsetting is to pay for the privilege of buring fuels that generate carbon. In this proposal, carbon offsetting is used in a localized way to offset the cost of maintaining green zones by making money available through construction and rehabilitation projects. This idea is driven by our belief that if a city core is green and healthy, it will be conducive to establishing and maintaining density. And since density is a critical factor of rejuvenating cities, policy is the key to addressing how to densify the city. Carbon offsetting can provide an alternative measure to city planners whose palattes may be limited due to financial or other constraints. Though not the ideal cituation, carbon neutral is more important and more final in scheme, it does have a merit by providing certain carbon reducing principles that can be reached more easily.
