This document is meant to be a catalyst for discussion about an urban design initiative in the I-81 debate focusing on street-level alternatives. As Anthony says, Syracuse has an opportunity to heal a dissected city – to reconnect downtown, University Hill, the suburbs and Destiny USA.
The EIS needs to observe how I-81 affects the entire city and region, not just the corridor (the 1.4-mile elevated “viaduct” near downtown). Urban designers should be brought on board so that planners can see in what ways a major highway adjustment can be intricately woven into the fabric of Syracuse, creating better traffic flow, more space for development, more jobs and eventually, spurring population growth.
